Profile of Urban and Regional Development Planning Training Center (P4WK) – UNDIP
The Urban and Regional Development Planning Training Center (P4WK) is one of the units under the Department of Urban and Regional Planning (DURP) – UNDIP that aims to increase human resource capacity of various stakeholders involved in development practices. P4WK was born as a form of DURP’s role in realizing the elements of community service (as part of main function of the University) in the field of development planning. Most of the activities are carried out in collaboration with the Training Center for Development, Education, and Planning (Pusbindiklatren) of the National Planning Agency (Bappenas). Among the regularly held training are; Public-Private Partnership (PPP), Pro-Poor Planning and Budgeting (P3B), Planning and Budgeting (Planning and Budgeting), City Planning, as well as Geographic Information System (GIS) training for beginners and advanced levels.
P4WK began its work by conducting training in 2010 for Public-Private Partnership (PPP) and Pro-Poor Planning and Budgeting training (P3B). On this occasion, most participants were delegations from various local government agencies spread throughout Indonesia. P4WK then gained the trust to hold other types of training such as Planning and Budgeting and City Planning. Planning and Budgeting Training started in 2017 where P4WK was trusted for the first time to hold the training twice a year.
The training conducted by P4WK is an effort to support the capacity development of local government planning agencies by increasing the competence and productivity of government planners so that the quality of the outputs and outcomes they produce will be in line with the stakeholders’ expectations. The technical implementation was carried out by P4WK, while Pusbindiklatren was responsible for financing and making the selection of training participants. P4WK also conducts independent training for local government agencies who want to have their staff trained. For example, the Rokan Hilir District Government, which requested PPP training for the district government staff.
To enrich and deepen the knowledge and abilities in certain training areas, teaching staff at P4WK also receive special training provided by Pusbindiklatren in collaboration with partner universities from well-known universities, both domestic and foreign ones. This program is called Training of Trainers (TOT). It covers several particular fields, such as PPP, Planning and Budgeting, Monitoring and Evaluation, Disaster Mitigation, Local Economic Resources Development (LERD), and Environmental Planning. Mostly, TOT programs are held in collaboration with universities from Japan, while the LERD training collaborates with universities from the Netherlands.
Until now, P4WK has been trusted to routinely conduct training in the fields of planning and budgeting, PPP, and City Planning, which is a type of substantive training for Pusbindiklatren. P4WK also provides opportunities for parties, especially local/regional governments, who need independent training to increase the capacity development of their human resources.

1. Planning and Budgeting Training, a collaboration between PUSBINDIKLATREN BAPPENAS and DURP UNDIP in 2019
The Planning and Budgeting training was held at the Urban and Regional Planning Master Program, Faculty of Engineering, Diponegoro University, and the Grand Edge Hotel from July 15 to July 26, 2019. The speakers in this training were the representatives of the National Planning Agency, BBWS Pemali-Juana, City Planning Agency of Semarang, and Financial and Regional Assets Agency (BPKAD) of Semarang City.
2. Public Private Partnership (PPP) Training in 2019
The Planning and Budgeting training was held at the Urban and Regional Planning Master Program, Faculty of Engineering, Diponegoro University, and the Grand Edge Hotel from July 1 to July 12, 2019. The speakers in this training were the representatives of the National Planning Agency, PT. SMI, City Planning Agency of Semarang, PSAM Tirta Moedal of Semarang City, and Bureau of Economic Administration and Natural Resources (BAPSDA) of Special Region of Yogyakarta.
